Per Apples policy, it seems like all she has to do is get authorization from the U.S. Government.

Since when to U.S. citizens need a government authorization to buy a computer?
I don't know, read the law that Apple is citing. Apparently, it has to do with relation to Iran, Cuba, and North Korea.
