For those who were as lost down the [garden path](https://en.wikipedia.org/wiki/Garden-path_sentence) as I was:

There are some domains. The domains were pointed at Z-Library. Some of those domains are expired or had previously been seized.

There is an order. The order is to block sites used for piracy. The order was produced by a French court. The order targets the domains.

The following things are *not* what the headline is discussing:

- There is a site for French pirates

- There is a pirate site based in France

- The French pirate site (either version) is blocking anything

- There are expired order targets

- The order targets (expired or not) seized Z-Library domains

I also couldn't understand the title of this post. Only after reading your comment wss the meaning revealed to me.
