There seems to be an unstated opinion here: that cities cannot fund their general expenses from parking tickets.

It's not clear to me why that should be so. As I see it, taxing unwanted behaviour is fair. The city needs to fund its expenses, ie. it needs to tax something. I don't see any reason to avoid taxing unwanted behaviour, or to avoid taxing this particular kind of unwanted behaviour.
