Why DOM specifically? Aren't both canvas and WebGL well suited for 2D/3D? re: three.js, etc.?

Because you get functions to deal with collisions, positions, size, etc. for free. Instead of reimplementing everything on top of the canvas element.
Of course frameworks will help with that. But by the end of the day, the hardware accelerated rendering system will be so good, I'm sure we gonna be able to render thousand of particles with the DOM.
