They need to do some A/B testing with What's New Pussycat?, Banana Phone, and Crazy Frog. They should also hire some computer vision experts to cross reference the irritation. Then open source the project to all cities.
Someone already tested What's New Pussycat? and it leads to violence. Not recommended.

It's working and it has almost no effect on the homeless aside from getting them to go somewhere else. I see no problem with it.
Well, I object to absolutely every instance of repeating that brain-scrambling drivel, this one included. For some of us it would violate the rules of war.

But that just means, there's one mall I will never be visiting (not homeless)
