I have commented elsewhere that these kinds of export controls do more to stimulate development in your adversary than block them sometimes.

I would say if they didn't fail in execution, they may demonstrably have failed in intent and outcome.

Its not true. Look at nukes or rockets. Developing indigenous capability is one thing. Scaling it up and replacing entrenched players is another matter entirely especially when people and info flow is controlled.

These kind of news articles (similar to the stuff on sanctions on Russia) are worthless because things take time and people are very impatient and full of themselves these days.
