When I grew up in Alaska, because of all the fishing/boating, swimming was both included in elementary PE and a high school graduation requirement.

Oddly, swimming is not required curriculum in Hawaii (per a friend) because they assume everyone already knows how to swim - except she couldn’t! She’d only ever been wading at the beaches.
