Support usually means all the components, not only the OS image.

This include firmware and drivers for Wi-Fi/Bluetooth module on the board, proper DTS and/or schematics to understand which power rails go to where, maybe even silicon bugs.

Bootstrapping the OS image is one of the simplest part I'd say.
