Maybe a special case is the European Council with all the individual nations governments. That makes the system similar to Germany's federalism I suppose
Only the unelected European Commission is able to originate and repeal law.
The elected “Parliament” is only able to vote Directives through. And if Parliament vote against a Directive, the Commission pushes repeatedly until they get the result they want.
As former EU Commission President Jean Claude Juncker stated: “We decide on something, leave it lying around and wait and see what happens. If no one kicks up a fuss, because most people don't understand what has been decided, we continue step by step until there is no turning back.”
