Something closer to an effective methodology would be to pick a date in the future and require small children that would be ages 0 through 9 on that date to have child accounts on their devices that enforces local parental controls. Offer courses to parents that help guide them through this process including conversations to have with the child. Give the child a path forward towards being trusted as a young adult. When they show signs of maturity, responsibility and ability to deal with "the internet(c)" and all that comes with it, give them an unrestricted account. By the time they are teen it is likely they will have an unrestricted account and will know how to deal with the pressures of society and all the trashy unstable humans and manipulative AI contained within.
Both public and private schools need to have courses on how to identify and deal with trolls, unstables, psychopaths, sociopaths, groomers, bullies, NGO's, marketing organizations, etc... This should start around age 7 (agōgē) and the child must be battle hardened against most internet threats by age 12 in addition to learning how to form friend groups to deal with bullies. I expect society to step it up.
This would also buy time for device, OS, app developers to ensure there is a solid sand-boxed environment for restricted accounts. i.e. The best pen-testers can't troll, be trolled or goon.
