Or more specifically, given I know perfectly well that rules are only as good as their enforcement, how the people who decided to vote this way are getting away with (what looks to me like) breaking their constitution.

They interpreted that Fauci waived his Fifth Amendment right by delivering an opening statement. Also, a witness fully immune from federal prosecution (in this case by having a presidential pardon) cannot claim a risk of self-incrimination to avoid testifying.
In the Volksgerichtshof the people judging you get to make the rules. While Rand Paul is no Roland Freisler, he's certainly trying his best to fill the role. I wonder whether they'll force Dr.Fauci to dress in shabby clothes while they're shouting abuse at him?
