Othr than bubble $, not really. The true "golden time" was the 1980s. Creation of Cisco, Sun and SGI, and so many other things (like the personal computer), all new, incredible energy, mostly positive.
Internet was the new frontier in the 90s, and future so bright, “you gotta wear shades.”
Indeed, the economy was still healthy, and it was the time of waiting for your code to compile and talk nonsense with your colleagues and the management would think you're the best.
