Atom SoC NEVER cost close to $100. And it doesn't cost $40 now either. What you are talking about is the Desktop Atom. Which is different to Mobile / Tablet Costing.

I dont think anyone should doubt Intel's Enginerring Power to bring Power and Performance Level unseen before to SoC market. The only problem is Margin and Price. Who these should work out are remain to be seen.
